The Boston Planning and Development Agency is seeking proposals from developers to build affordable housing on more than four acres of Boston Water and Sewer Commission land — mostly parking lots — in Roxbury. The agency published a request for proposals for the project last month and will hold a pre-proposal conference for interested developers on Wednesday. Bids are due Feb. 28.
