Months after lawmakers wrapped up formal sessions for the year, members of the Legislature are finally making their way back to Beacon Hill to finish off a sweeping economic development bill that would funnel hundreds of millions of dollars toward life sciences and climate technology industries and pave the way for a new Revs stadium on the Everett waterfront.
The nearly $4 billion bill follows months of closed-door talks between leaders in the House and the Senate. The agreement was announced just two days after Election Day, guaranteeing lawmakers would approve it during a lame-duck session, the very situation a decades-old rule governing the chambers was designed to avoid.
