A developer has proposed turning a former masonic hall – and onetime center for Latvian socialists – at 51 Dudley St. in Roxbury into 18 apartments with a “green” roof.

Developer Leroy Alexander’s plans call for adding three floors to what is now a two-story building – which used to be a four-story building until two-floors were removed following a fire in the 1980s – and keeping the original 1890s English Revival facade.
